Annex C

(a) to decide and implement the broadcasting policies

of RTHK within the ambit of the proposed Charter

including:

(i)

to ensure that programmes produced by RTHK

will serve to inform, educate and

(ii)

(iii)

entertain the public;

to ensure the programmes produced by RTHK

reflect fully, objectively and in a

balanced manner, the views of the

Government and the people of Hong Kong;

to ensure that programmes produced by RTHK

will cater for the needs of minority

groups.

(b) to prepare annual estimates of RTHK's income and

expenditure for submission to Government for the

following financial year;
