Coordination of Technical Matters

with Chinese Authorities

As promised during our meeting on Wednesday of last week, I discussed the above with Henry Wise, Assistant Postmaster General, Telecommunications Branch. We agreed that we should proceed as

follows:

Coordination of Broadcast Frequencies to be used at Tsang Tsui

Under the present Radio Regulations, the frequencies used for HF Broadcasting are not regulated on the same basis as other Broadcast Bands. They can, therefore, be used to serve any target area at any time by any Broadcasting Organisation. With the aim of making the best use of these frequencies and reducing the levels of mutual interference, the majority of International Broadcasters cooperate in coordinating and regulating their allocation.

This is achieved in practice through regular pre-planning meetings by groups of Broadcasters the BBC, Voice of America, Radio Liberty, Radio Free Europe, Deutsche Welle, Radio Canada International and Radio Nederland, for example, meet six times per year for this purpose or by individual ad hoc agreements between countries usually following the identification of particular problems arising from the use of the same or adjacent frequencies.

ACTION

It is proposed that Coordination of frequencies used at the Tsang Tsui Relay Station accords with this established pattern and that any queries raised by the Chinese Authorities be referred, by the staff of Assistant Postmaster General, Telecommunications Branch, in Hong Kong, to the BBC's point of contact on such matters:
