RECOMMENDATIONS OF THE BROADCASTING REVIEW BOARD

INTRODUCTION

Executive Council discussed

On 4 February 1986 the Executive

on a

memorandum XCX (86)19 which sought the Council's advice number of major proposals arising from the Broadcasting Review Board (BRB) Report. The Council provided a preliminary steer and directed the Administration to refine its proposals and to return to the Council in due course.

The present paper seeks Executive Council's further advice on the following proposals made by the BRB:

(a) the recommendation that the existing pattern of two television licensees, each operating one Chinese and one English service should continue for the time being;

(b)

the recommendation that the development of cable television in Hong Kong should be allowed;

(c)

the
