RECOMMENDATIONS OF THE BROADCASTING REVIEW BOARD
INTRODUCTION
Executive Council discussed
On 4 February 1986 the Executive
on a
memorandum XCX (86)19 which sought the Council's advice number of major proposals arising from the Broadcasting Review Board (BRB) Report. The Council provided a preliminary steer and directed the Administration to refine its proposals and to return to the Council in due course.

The present paper seeks Executive Council's further advice on the following proposals made by the BRB:
(a) the recommendation that the existing pattern of two television licensees, each operating one Chinese and one English service should continue for the time being;
(b)
the recommendation that the development of cable television in Hong Kong should be allowed;
(c)
the
recommendation
to
establish
Broadcasting Authority and a Radio Television Complaints Tribunal;

Each of the above six recommendations, together with the views of the Administration, is summarised below. References in this paper to public opinion are drawn largely from the Summary of Public Opinion published by the Administration following consultation on the BRB Report.
