HONG KONG/SINGAPORE CABLE PROJECT
1. You will be pleased to hear that, an agreement between the companies and the Vietnamese Government having been reached in May, the laying of the sector of cable through Vietnamese waters was successfully completed on 18 June.

STC and Cable and Wireless are clearly thankful for the efforts which we made to facilitate this. From our point of view, it is most satisfactory that we were able to smooth the way for the completion of the project without compromising our position on the international legal aspect, viz by asking the Vietnamese officially for permission to resume the laying of the cable.

We have earned considerable credit with the companies concerned, who recognise that, while the situation required that they make the running themselves with the Vietnamese, they could not have achieved this result without our help behind the scenes, particularly that of HM Ambassador in Hanoi. It would seem that we have also earned credit with the other consortium governments. You (and those in the other consortium country Posts) may wish to bear this in mind, especially if the Hong Kong/Singapore cable project is raised.
