Government action following the public consultation
on options for changes in the law and in the
administration of the law to counter the triad problem
INTRODUCTION
On 16 April 1986, the Government issued a
discussion document on "Options for Changes in the
Law and in the Administration of the Law to Counter
the Triad Problem". 18,000 copies of the document
were distributed. Each of the 19 District Boards
(DBs) and 19 District Fight Crime Committees (DFCCs)
discussed the document at length. Several other fora
also discussed the document. A public opinion survey
was conducted to obtain the reaction of a wide
cross-section of the community. A number of persons
and organisations submitted written views. Finally,
on 9 July 1986 the Legislative Council held an
adjournment debate on the document.

A detailed examination of the views and
suggestions put forward has been carried out. There
is clearly overwhelming public support for firm
Government action against triads and organised
crime. Paragraph 4 below accordingly details how the Government intends to take forward the options
discussed. Many useful suggestions in respect of the
options were made, and these will be taken into
account when developing the detailed proposals.
