it should be clearly stated that the
supervision scheme is part of the
sentence imposed by the court;
(b)
the types of restricted establishments
should be clearly listed;
(c)
clear instructions should be given to
the Police to avoid abuse or misuse of
power; and
(d)
rehabilitation should be provided
during the supervision period.
Objections were raised by the Hong Kong
Daily News and Wen Wei Po because the scheme
would have the undesirable effect of
"branding" people into triads and
non-triads, which would contradict the
established policy of rehabilitating
offenders.
A new offence under the Societies Ordinance which
would prohibit convicted triad offenders
from entering vice and gambling establishments and other specified places of recreation

News and Hong Kong Daily News. The main concerns included : infringement of human rights and personal freedom; congregation of triads in other than the prescribed places; and the branding of triads which would affect their rehabilitation. Tin Tin Daily
News supported the options saying that only harsh treatment and heavy penalties could tackle the problem. Sing Po favoured controlling vice and gambling establishments more effectively instead of prohibiting entry into them.
