HONG KONG: GIFT FROM THE LATE SIR SHIU-KIN TANG

I am writing to you further to your telephone conversation on 6 June with John Wilde (of our Cultural Relations Department) on this subject. As further background I enclose copies of Sir Shiu-Kin Tang's letter of 10 March, and Hong Kong telnos 1377 and 1746.

As you will be aware there has been one further and most unfortunate development since 6 June. Sir Shiu-Kin Tang died in Hong Kong on 19 June.

Hong Kong have since confirmed that on HMG

they accepted the donation from Sir Shiu-Kin shortly before his death, and that it is now held in a sterling account pending our instructions.

We should be grateful for your views on how best to proceed. It seems to us preferable to pass to you the capital sum of £1 million, and for you to deposit it in trust, using the interest for the purposes suggested by Sir Shiu-Kin before his death. would hope that you could include the payment to the medical charity as part of the overall arrangements. You suggested to Mr Wilde that we might hand the money over to you under cover of a letter setting out the conditions under which you were to hold the £1 million in trust and expend the interest. This would be acceptable to us, subject to the views of Hong Kong, which we will seek once we have your comments. We have also consulted HM Treasury, who are generally content that we should proceed on these lines.

If it would be helpful, I or a colleague in HKD would be happy to meet you to discuss this in more detail.
