Mr Leeks outlined background to the donation and the present position. We were content for others to administer the scheme

along the guidelines laid down by Sir S K Tang. It seemed to HKD that BritCo were the obvious agency.
2. Mr Mair explained that a Trust would have to be established first and then Trustees appointed to decide how to spend the
money.

Mr Green confirmed that, for a fee, BritCo would be happy to select, place and administer the students. He thought the annual donation to Cancer Research should
should cause no great administrative difficulties and could also be handled. thens BritCo could not however handle the Trust.

Mr Leeks explained that he wished to put a framework of ideas to Hong Kong in the near future. He asked that British Council set out in a letter what they would be able to do. We could perhaps then, in consultation with the BritCo and FCO Legal Advisers, construct the Trust Fund around that information. The meeting agreed that HMG (possibly by Heads of CRD and HKD of the FCO) should be represented amongst the Trustees but, to avoid problems with the Treasury, the Trust should be private and the HMG representatives given ex officio status.
