A number are leaving rather than have their careers

interrupted in the middle. It's a great pity the

changed conditions of employment could not have been

applied to recruits from overseas joining after a

certain date. Those recruited after such a date

would then know what to expect.

I think the Joint Declaration will not affect many,

just a small number.

The policy has a knock on effect now and affects

overseas civil servants today.

Lu Ping has defined the situation more closely,

this will help, there had been some doubts about

staff Grade A and B posts.
