I have put my views on paper in order not to forget
any important points. I welcome this opportunity
to speak directly to you. I speak as and on behalf
of my Association's members who are employed by the
HK Government on what is known as Agreement (or
contract) terms.
These officers comprise about 80%
of the membership. HK Government has two employment
methods for our members, Agreement and permanent &
pensionable terms. This is an unusual employment
policy. I want to refer briefly to the differences
and similarities between the two terms of service
to assist you to understand why there are different and similar opinions to those of our P & P colleagues.
Many are the same, for example, salaries, promotion,
holidays, allowances etc. However, there is one vital
difference, pensionable officers are assured of
continuous employment until retirement normally at
the age of 55 and thereafter they are entitled to a
pension. Agreement officers do not have this assurance of continued employment every 21 3 years their
continued employment is reviewed to decide if they
are still needed. They therefore have an ever present doubt about their continued service with the Hong
