is encouraging. However recently the HK Government

has been taking certain measures which seem to point

in a different direction; it has ceased recruiting

overseas officers on pensionable terms last year.

It used to be fairly easy to transfer from contract

to P & P, the option was always available.

transfer now is very difficult, only 2 or 3 outside

the Police have been successful. Contract renewal has been tight.

I cannot comment on what the British HK Government

is doing. In 12 years before 1997 this matter is

for the British Government.

Obviously some regard will be had for China's view

on the matter. What worries is uncertainty.

HK is moving towards a position :-

(a) they know you will like; or

(b) they think you will like.

Perhaps

As far as I know the Hong Kong Government and the

British did not discuss it with us. I know that

overseas officers are not very happy and do not have

high morale. On our part we hope overseas officers

will be stable, we hope they will have long term

employment in Hong Kong.

I would like to give Mr. Watson a chance to speak

since he is an agreement officer.
