report. At the press conference held at the end of the seminar, the organisers went over familiar grounds. They concluded by expressing grave doubts over the need for the proposed independent Hospital Authority. Referring to the Umelco Health Services Panel, they accused the Panel of making comments prematurely and wondered if the object was to influence public opinion.
The press have taken some interest in this matter and there has been wide coverage. Comment is however limited.
(c) Non-directorate pay level survey
Five meetings of the Pay Level Survey Advisory Committee have been held with the first two meetings devoted to discussion of the proposed methodology for job evaluation and pay comparisons by the Consultants, and the remaining meetings to discussion of the valuation of fringe benefits. The Staff Side members of the Committee in general expressed concern that time was too short for them to study the papers and consult their members. They doubted the validity of the proposed methodology and criticized that the civil service jobs selected for the survey were not representative enough. They urged also that they should be represented on the Steering Committee to ensure that the survey was properly carried out and that the data
