Brief Points to Make
1. HMG very concerned about continuing outflow
from Vietnam.

Problem not affecting HK only. Also concerned at general destabilising effect of increasing residual refugee population throughout S.E. Asia.
Growing perception in some countries that increasing proportion of outflow not
"genuine refugees".
We recognize resettlement can no longer be sole
solution to problem posed by outflow.
Wish to explore with Honolulu Group what else could be done to resolve problem.
Understand Group has begun to consider these
issues. No intention of using Group as platform for HK's resettlement needs.
