(iii) A UK offtake will play a key part in this: particularly in getting the smaller countries (eg the Nordics) to do anything in 1987. Why should they make special gestures if UK did not? While individually small, their collective contribution was considerable.

(iv) If we are to pursue other solutions for Indochina (eg screening, etc) we must do so at a political level in the UNHCR, ie effectively at HC/DHC level.
