Whilst UNHCR may not have launched an appeal for South African refugees, their programmes in individual countries have included assistance to South African refugees through UNHCR's operational or implenting partners eg ANC and SWAPO in Angola.

Interesting to learn UNHCR's reactions to the point about the shortfall in the level of UNHCR's support for refugee education. Was it because of lack of funds from the strain placed on the budget by the African emergency? We agree with the point about proceeding with caution in higher education training.

We trust that the High Commissioner's reorganisation plans will go some way toward improving operations at field level and in meeting these concerns expressed. Clearly there does seem to be scope for improved coordination and information exchanges. We also reecognise that UNHCR's operations can often be restricted by internal government policies and weak government implementing partners but we hope that this will to some extent, at least, be overcome by the HC's changes.
