To support in general UNHCR's iniatives to improve programme effectiveness and project evaluation.
LINE TO TAKE
We congratulate Mr Williams on the preparation of Joint Inspection Unit's report.
We note the comments of the Secretary General and the High Commissioner. Glad to see that the High Commissioner has reacted in positive manner. We hope he will be able to implement those parts of the recommendations which are practicable; and that his own reorganisation plans are going some way to improving operations in the field and in meeting those concerns expressed.
BACKGROUND
The Joint Inspection Report was discussed at Informal EXCOM in June. are annexed.
