UNHCR activities financed by voluntary funds, administrative and programme

support sections.

Line to Take

Part IV (UK)

We note that programme support and administrative costs for the UK have

increased: this is presumably due to reclassification of posts but it is

not borne out by the text which indicates a decrease. Could UNHCR clarify

please.

Overall Allocations (Part VII)

We note that 1986 administrative allocations in the Table on page 3 of the

document have been increased significantly following the structural

reorganisation in May. Can these increases be fully justified? ($5 million

for general programme and $1.4 million for special programmes)

Background

The Sub-committee on Administrative and Financial Matters was first established

at 31st Executive Committee in October 1980. It deals with UNHCR's financial

proposals, saving considerable time in Plenary Sessions and perhaps reducing some of the political pressures for extra assistance to individual countries.
