Line to Take
Appreciate the High Commissioner's attempts to provide documentation earlier. In this context, glad to have separate issue of individual sections.
There is scope for improvement, but we are pleased that the High Commissioner is taking positive steps to improve programme efficiency.

Background
Comments have been sought from relevant overseas posts and geographical desks on UNHCR's activities throughout the world. (Annex A refers).
There is no
However,
need for the UK to raise points of detail in the plenary session. in the margins of the meeting the UK delegation may care to draw on the attached comments made in response to our commissioning minute by our overseas posts on UNHCR's activities. As far as possible these have been appended in accordance with parts II to VI of document A-AC.96-677, each section being indexed.
On the basis of Document A/AC.96/677, the Committee will review, country by country, UNHCR's programmes in 1985-86 and adopt the proposed programmes and budget for 1987.
