b) Rural Settlement assistance is being Planned both for organized
settlements at newly-selected
sites which require infrastructure
and the development of
agricultural schemes, and for spontaneous settlements whose economic base may be strengthened through the implementation of agricultural projects. Organized settlement sites have been identified in Roudbar (Kirman
Province) and Delgan
(Sistan-Baluchistan) for an initial number of 15,000 refugees. The spontaneous
settlements are located around
Birjand in Southern Khorasan and harbour some 50,000 refugees.
In
order to prepare an agricultural development plan, soil and topographical surveys and an assessment of water resources are currently being undertaken at the designated sites. The UNHCR 1986 allocation will cover the cost of these surveys; the 1987 requirements will cover the purchase of the necessary equipment and a share of rural settlement construction costs.
c)
Vocational Training
To improve the employment prospects of Afghan refugees, training will be provided in carpentry, plumbing, electrical installation, welding,
automechanics, and tractor
mechanics. Instruction will take place in established training
centres administered by the
Vocational and Professional Training
Organization of the Ministry of
Labour and Social Affairs. Five
training cycles for 1,400
beneficiaries are foreseen, one of which is planned for 1986 and the remainder for 1987.
