General debate

The High Commissioner will make an opening statement to the Committee on UNHCR and the world refugee situation. This will be followed by a general debate. Comments of a more specific nature relating to individual agenda items following the general debate could best be reserved for statements under those items, as would comments on Document A/AC.96/684 (Action taken on decisions of the Executive Committee). It is requested of delegations that they limit their interventions under the general debate to a maximum of five minutes in order to be able to accommodate the large number of speakers who normally wish to take the floor in the time allotted. As agreed during the informal meeting in June, speakers may circulate longer versions of their speeches, provided that they assume the responsibility of supplying a sufficient number of copies for all Member States and Observers (minimum 175).

International protection

The Chairman of the Sub-Committee on International Protection will introduce the Report of the Sub-Committee and will submit its conclusions for adoption by the Committee. The Committee will also have before it the relevant document as indicated in the annotated agenda of the Sub-Committee on International Protection (EC/SCP/43).

The Director of Refugee Law and Doctrine will introduce a "Note on International Protection (A/AC.96/680) dealing with general issues; this will be followed by a discussion of these questions.

Review of developments in UNHCR activities relating to assistance, durable solutions, refugee aid and development

The Deputy High Commissioner will introduce the item and those portions of Document A/AC.96/677, Parts I to VII, "UNHCR activities financed by voluntary funds: Report for 1985-86 and proposed programmes and budget for 1987", which deal with assistance activities. A review of UNHCR durable solutions activities and of the issue of refugee aid and development are to be found in Part I of Document A/AC.96/677.

Review of UNHCR programmes financed by Voluntary Funds in 1985-86 and adoption of proposed programmes and budget for 1987

Still on the basis of Document A/AC.96/677, the Committee will review, country by country, UNHCR's programmes in 1985-86 and adopt the proposed programmes and budget for 1987.
