1. Your letter of 5 August. I attach some notes based on the questions set out in Janette Wyeth's minute of 24 July.

As far as the self-sufficiency question is concerned despite the undoubted efforts of UNHCR to increase the level of self- sufficiency these are, in fact, small beer. The Pakistani authorities had, in any case, maintained a policy of non- integration and have come under increasing pressure from local politicians in NWFP (and Baluchistan) to make life more difficult for refugees. This has led, as we reported in the EC paper, to a marked reluctance to approve any projects which will increase self-reliance beyond perhaps food supplies.
3. I have not included a note on question 8. It raises a complex mesh of policy issues which we would, I presume, not wish to pursue in this forum.
