But participants would stay in the cities only for the duration of the course.
The UNHCR estimated that there were 1.9 million Afghan refugees: most had been registered and dispersed to different provinces. The only large urban refugee concentration was the 300,000 in Mashhad. The Iranians estimated that direct expenditure on the refugees was US $45 million.
