TO SOME EXTENT SOME CAMPS ARE BEING OR ARE ALLEGED TO BE USED FOR BOTH POLITICAL AND MILETARY PURPOSES. UNHCR TAKES ALL POSSIBLE MEASURES TO AVOID THIS BUT AS POLICING OR GUARDING OF CAMPS IS THE RESPONSIBILITY OF THE HONDURAN GOVERNMENT, T MS DIFFICULT TO SEE WHAT MORE COULD BE DONE BY UNHCR.
