What routine information gathering does UNHCR do to keep abreast of political and security developments in the country?
Is such information passed to UNHCR head quarters/offices in nearby countries which might be affected?
Is the UNHCR office in a position to forecast trends, and, if so, how well does it do this?

Are UNHCR in a position to fulfill their mandate impartially? ie are they pressured into assisting only certain groups of refugees either by the host government or by political armed groups amongst the refugees themselves?
Does UNHCR have unfettered access to the camps/sites where UNHCR pregrammes are run? If not, what access do they have and why is it limited? What can be done to improve the situation?

If not has the government willingly or unwillingly abrogated this role to a particular political organisation (eg SWAPO)?

If needed, can anything be done to improve the physical security of refugees?
Nature of Refugee Camps
Are the refugee camps being used for political or military purposes? If so, to what extent and what action should we, UNHCR or donors in concert take to remedy the situation where appropriate?
