Regardless of your assessment along the lines of i-iv above, how do UNHCR and the host government classify them? Does the host government offer them full refugee status with all the ensuing rights and facilities?

How are the real needs of refugees assessed?
Who speaks for the refugees?
What efforts do UNHCR field officers make to ascertain refugee needs for themselves?
Does UNHCR liaise with the host government on refugees' material and training needs?
Can and do UNHCR make representations on behalf of refugees to encourage their inclusion in training programmes? Eg Queen Elizabeth House, Oxford, were recently lobbying on behalf of an Eritrean who wanted to go on the course at QEH but who was in no position to seek sponsorship from the Addis Government.
Assistance Programmes
Some overseas Posts have already commented in general on the value of UNHCRs programmes in their area eg on the Central American, African and Thailand programmes. The High Commissioner's reorganisation plans should go some way towards strengthening field posts and operations.

What measures are taken to involve the host government in the refugee programmes thereby building up a local expertise in dealing with refugees so reducing a dependency on UNHCR? In particular it would be helpful to have views from Addis Ababa and Mogadishu.
