VIETNAMESE REFUGEES

I am sorry that my absence on sick leave has prevented me from letting you have, as promised, the agencies latest assessment of their potential intakes from Hong Kong.

The agencies have so far failed to provide a list of the 600 or so relatives in Hong Kong for whom they claim to have outstanding applications. I am pursuing this with them in an attempt to get a comprehensive list but from past experience I am not too hopeful of achieving a final agreed list. It also seems that the British Refugee Council are finding some difficulties in producing the names to match their figures.

I have so far received lists from the agencies of 159 names many of whom are cousins of their sponsors and therefore fall outside the SCORRI Criteria. attach copies which we have not yet checked against our records. It would be helpful initially if your department could check the information given and whether those concerned are refugees in Hong Kong. As the agencies appear to be in some difficulties it would also be helpful if you could let me have a list of those who you consider to be eligible to come to the United Kingdom. In both lists it would be helpful to know the date on which the applicants arrived in Hong Kong.

As you know we still have not got ministerial agreement to a further intake of refugees from Hong Kong so my main task at present is to identify the size of a probable intake to give Ministers as complete a picture as possible before they make a decision.

I am sending this letter through Ben Tang for information. On a personal note can I say that I was pleased to meet you and be able to put a face to your name at last. I hope it proves possible to meet you on your home ground in the not to distant future!
