Thank you for your letter of 24 October 1986. I

am glad to hear that you are recovered.

We are grateful for your efforts to prize the lists of names out of the voluntary agencies. I can again confirm that we will check any lists which you obtain as quickly as possible.

We have gone through the lists enclosed with your letter of 24 October and found 139 (not 159) names. We have also confirmed that (to my surprise) all 139 are in Hong Kong as refugees. refugees (15 cases) are in Kai Tak Transit Centre; 24 refugees (seven cases) are in Hei Ling Chau Closed Centre; and 54 refugees (11 cases) are in Tuen Mun Closed Centre. We have confirmed that all of the closed centre cases arrived before 15 September 1985; open centre cases by definition arrived before 2 July 1982.

We have begun work on our own analysis of the number of refugees here who claim to have relatives in the United Kingdom. Unfortunately, this depends on basic information provided to us by the UNHCR. As I explained to you, this takes time and when it comes it is likely to be unreliable. Nevertheless, we have made a start and I hope that towards the end of the month we will be in a position to let you have the results.

We appreciate your efforts on our behalf and we understand that no decision has been taken on whether to renew the UK offtake. Obviously we hope for a favourable decision.

I look forward to hearing from you (and possibly seeing you) in the near future.
