Dear Prime Minister,

The Hong Kong OXFAM Group has recently completed an investigation into how Hong Kong cares for Vietnamese refugees, and I am pleased to enclose a copy of our report for your information.

Our conclusions fall into two broad areas resettlement and treatment of refugees in Hong Kong. We feel that conditions in the camps here are a matter for the Hong Kong government, and we are currently involved in discussions with officials and Legislative Councillors about improvements. We are making $100,000 available immediately to support better educational and vocational training programmes for the refugees.

However, resettlement of the refugees is a matter for the international community. Bearing in mind Britain's close ties with Hong Kong, we do feel that your government bears a special responsibility in this matter. We recognise and welcome your present commitment to accept a further 500 refugees on 'family reunion' criteria, but note that this commitment will probably have been met by the end of the

year.

We therefore urge your government to make a further commitment to accept refugees from Hong Kong. This would not only help those fortunate enough to be resettled, but would also set an example to other countries to do more.
