1. In conversation with the Ambassador of Oman on 20 October, I asked whether his country could take any Vietnamese refugees from Hong Kong. The Ambassador said that Oman could not take refugees as such, but did have a requirement for unskilled or semi-skilled workers, who would be admitted on two-year visas. He seemed to think that Vietnamese from Hong Kong could apply like anyone else for such jobs.
2. If you think this idea is worth pursuing, please inform Hong Kong Department and Mr Woodhouse, emphasising that this was an informal conversation and not a commitment.
