In the light of Mr von Arnim's contacts, UNHCR might be able to reconsider their decision not to fund the ESF Hong Kong programme. However, Mr Hansson warned me that the only argument in favour of reversing this decision that UNHCR could use in-house was that France had made a firm commitment to consider accepting a certain number of refugees who had completed the ESF course. He, personally, thought it unlikely that UNHCR would be able to reverse their decision.
