HOW TO ENSURE THE CONTINUING EFFECTIVE LEADERSHIP OF THE UNHCR IN SEEKING MULTILATERAL SOLUTIONS TO THESE PROBLEMS WHICH WILL MAXIMIZE INTERNATIONAL BURDENSHARING.

1.

RECOMMENDATIONS:

The United States should support the efforts of the new High Commissioner to strengthen the principle of international burden-sharing and to improve UNHCR efficiency and effectiveness.

Administration Actions:

o U.S. officials consulted with UNHCR Jean-Pierre Hocke in Geneva in June as part of Intergovernmental Consultative Group process.

o The United States supports UNHCR actions with regard to international burden-sharing of remaining Khao-I-Dang population.

o The United States was instrumental in getting the UNHCR to provide for a program audit of headquarters and selected field operations.

2. The High Commissioner should be asked to take the lead in the search for sustainable solutions to refugee problems in Southeast Asia, including more widespread resettlement, voluntary repatriation, and local integration.

Administration Actions:

o The United States and other major resettlement countries have recommended the appointment of a special

representative to Southeast Asia with responsibility for durable solutions.

o HCR Hocke will travel to Southeast Asia in September to personally assess the situation and the future application of sustainable solutions to the Indochinese refugee problem.

Traditional donors and others should be encouraged to increase financial support for UNHCR and other refugee-related international organizations.

Administration Actions:

o To help ease UNHCR budgetary problems, the United States has supported UNHCR efforts to encourage other donors to provide contributions in advance of normal pledging schedules.
