Transatlantic relations will be a particularly important topic, even though briefing requirements may be minimal. It will be important for the CSCE briefing to include concrete ideas on handling Vienna, given the time and attention Genscher has devoted to CSCE recently.

On the occasion of a State Visit it will be appropriate to review Anglo/German relations. we hope that the report by Sir Norman Statham (special representative for Anglo/German relations) will be ready for the Secretary of State to hand to Genscher; this should provide some talking points on

WED's briet will people-to-people contacts, language training etc. take account of developments in the exercise to strengthen relations with Germany (and France).

Many of the topics will have been covered in briefing for the Hague European Council, and the Secretary of State will in any case be familiar with most of them. Briefs should therefore be short and focussed on the German angle. They should be in expanded checklist form (le with any strictly necessary background included in bracket: after the relevant point to make). Please let me know if there are problems with any specific subjects in fitting the brief into this format.

I would be grateful to receive six copies (two on blue crestea, four on white) in final by noon on Thursday 26 June. Please let me know if you will be unable to meet this deadline (eg because the briefing has to be prepared in the light of the outcome of the European Council, and therefore submitted on Monday 30 June).

I will telephone uesk ofiicers about language for the steering brief in the course of 23-24 June.
