INDOCHINESE REFUGEES: INVOLUNTARY REPATRIATION
1.
I attach a draft paper on the above subject, and would be grateful for comments and observations from you and from the copy addressees, particularly in the missions abroad.
2. I should explain that this paper was commissioned by SEAD when the idea of a conference to discuss repatriation and other questions was mooted again earlier this summer. The draft attached is the second draft, into which I have tried to incorporate the comments of those addressees located in London, to whom alone the first draft was circulated (as agreed).
3.
The Legal Advisers have yet to comment, as certain previous papers which they need have yet to be traced, but their comments, as those of others, will also be reflected in the third (and, I hope, last) draft.
4.
Bag schedules (particularly Hanoi's) however, require that the second draft be circulated in the meantime. I should be most grateful to receive comments by 24 November, or at least an indication that they will be forthcoming.
