VIETNAMESE REFUGEES:

INVOLUNTARY REPATRIATION

When we began to re-examine earlier this year the question of possible alternatives to resettlement, Christian Adams (He ad of SEAD) commissioned our Research Department to prepare a paper on involuntary repatriation.

The paper is intended to be as far as possible purely factual, to cover earlier proposed and actual repatriations and their political" palatability, the pros of repatriation in the present case, and related issues such as the economic migrant question and Hong Kong's own experience of repatriation to China.
