As you know, the problem is not so much for the High Commissioner to visit all camps or only one camp.
What
is important is what we do permanently every day and you know that our delegate here in Hong Kong for years have been now visiting all camps and do so permanently, so that whether I visit this camp or that camp doesn't make too much of a difference. Certainly I would have liked
14 myself to visit more but time constraints and the forthcoming
executive committee of UNHCR force me to restrict myself to this short
visit or not to come at all.
