GOVERNOR'S VISIT: DRAFT STATEMENTS BY SIR E YOUDE ON RETURN TO HONG

KONG

1 Hong Kong telnos 3935-3937 (attached) refer. Subject to any views you may have the draft statement (telno 3936) looks fine, as do the draft answers to supplementary questions (telno 3937) except for answer 1 on page 2 (about Vietnamese Re fugees), which should read as follows (proposed changes underlined):

"Various options were discussed. While repatriation might perhaps be a long-term solution there are practical on difficulties to be overcome. Clearly our main efforts must be to continue to secure more resettlement places in Hong Kong because this remains the only feasible short-term solution. However, both Britain and Hong Kong will continue to work with the international community in the search for a more durable solution

2. The Home Office is content with this and with the other references to Vietnamese Refugees.
