Thank you for your minute of 20 November forwarding the final draft of the paper on aid to Indo-Chinese refugees in Thailand.

Those involved in ODA, whose concerns on the earlier draft I expressed in early October, are most grateful to SEAD for the work which has been put into the revised version. The paper now recognises in a more balanced way the humanitarian aspects of our assistance, which, as you know, justifies the use of aid programme resources. We are now content with the paper as a statement of UK policy.

3 On the question of publication, I am inclined to share the view expressed in para 3 of your minute. Subject to any views by UND/FCO, we would be prepared to see the paper go forward as a contribution to the PEE exercise by the FCO without any restriction on publication.
