VISIT OF THE UN HIGH COMMISSIONER FOR REFUGEES: 26-30 OCTOBER 1986

1. M Jean-Pierre Hocke, UN High Commissioner for Refugees, is due to visit the UK (for the first time since his appointment) 26-30 October 1986. During this visit he will call on the Secretary of State, Mr Patten, the Home Secretary and Mr Waddington, and will be given a lunch by Mr Eggar.

2. We have been informed that M Hocke will wish to raise the following subjects:

(a)

South-East Asia (Vietnam, Cambodia, Laos and Thailand); (b) Hong Kong (resettlement offers and increased family reunion in the UK!);

(c) Horn of Africa (Ethiopia, Somalia, Djibouti);

(d)

(e)

Uganda; Sudan;

(f) Southern Africa (South Africa and those Front Line States hosting refugees);

(g) Afghan refugees (Pakistan/Iran);

(h) the financial difficulties facing UNHCR;

(i)

initiatives at the political level to address the issue of arrivals of asylum seekers in Europe (especially given our Presidency of the EC and with a view to examining the possibility of a common EC policy/procedures on asylum seekers and refugees).

3. As I shall be out of the office 22-31 October, I should be grateful if addressees could provide short briefs, for inclusion in the Secretary of State's briefing by close of play Monday 20 October. I should also be grateful if copies could be sent in slower time to Steven Mitchell (UND K 155) of any briefing material provided for use by Head of Departments in their meeting with M Hocke on 29 October.
