having fled for economic reasons. However, not feasible without cooperation of Vietnamese and assurances that those returning will
not be persecuted.
5. M Hocké visited Thailand, Japan, China and Hong Kong on 3-17
September. The Executive Committee Meeting of UNHCR was held in
Geneva on 6-16 October.
