The Prime Minister has asked me to thank you for your letter of 24 June, enclosing a copy of the OXFAM Hong Kong Group's Report entitled "How Hong Kong Cares for Vietnamese Refugees".

The Prime Minister was impressed by what the Report has to say about the efforts made by the refugees themselves, by OXFAM and other voluntary agencies, by the Hong Kong Government and the international community to improve the position and future prospects of those in Hong Kong camps. Your offer to help improve educational and training programmes for the refugees is a most welcome one.

As you say in your letter, resettlement is a matter for the international community as a whole. Your report notes that we in the United Kingdom are already taking some 40 refugees a month from Hong Kong as part of our current family reunion programme. We have undertaken a campaign to encourage other countries to follow our example, and I am glad to say that this has so far resulted in over 1,100 new places being made available for the refugees in Hong Kong. We are continuing to press other countries to respond generously. We shall be considering very carefully in due course what more can be done to help resolve this sad problem.
