OXFAM REPORT "HOW HONG KONG CARES FOR VIETNAMESE REFUGEES"

1.

Mr Issaka, the Head of UNHCR's Resettlement Section, recently gave me a copy of Oxfam's April 1986 Report "How Hong Kong Cares for Vietnamese Refugees"

2. This report, while accepting that the closed camp policy may be necessary for Hong Kong, recommends certain improvements in the closed camps with particular reference to Article 22 of the Refugee Convention. It also recommends the imposition of a time limit for a stay in such a camp and urges the British Government to maintain its present off-take of 40 refugees a month beyond the 500 family reunion cases now being processed. You will also have seen that UNHCR are generally commended for their work in the Hong Kong camps.

3. I would be interested to know if Oxfam have discussed this report with you and, if so, whether the Hong Kong Government or the FCO, as appropriate, plan to pursue any of the recommendations and whether there are any particular points I may mention to Mr Issaka when I next see him.
