ON INDOCHINESE DISPLACED PERSONS IN THAILAND

In the past eleven years, over one million, one hundred
and fifty thousand Indochinese arrived on the shores of Southeast
Asia. Over one million found permanent homes abroad. By
offering resettlement to over 100,000 of these Indochinese, Canada
is proud to play a major role in one of the great humanitarian
responses of this century.
Here in Thailand over 650,000 Indochinese were granted
first asylum and over 535,000 resettled in distant lands. Again
Canada has been a major participant accepting over 34,000. In
addition, we processed more than 24,000 under Canada's bilateral
Family Reunification Program with Vietnam.
Increasingly, however, we encounter those who left home
not for reasons of real or anticipated persecution but rather for
family reunion, and/or better economic conditions. In these
circumstances is resettlement abroad a solution to the problem-or
has it become part of the problem? Is resettlement an
attraction in itself?
