The places provided under this allocation are held for distribution during the year, as a response to unexpected demands, and they may also be used in cases of sudden need in concert with the places provided under the allocation for Other World Areas. The general uncertainty in almost all regions, and the
distressing likelihood of emerging refugee situations during the year, have
prompted an increase in this allocation.
