I am writing to inform you of the recent decision of my Government establishing Canada's general immigration and refugee levels for 1986. Following several years of relatively static immigration at historically low levels, Canada has decided to increase its global immigration target to the 105-115,000 range in 1986 and 115-125,000 in 1987. Our refugee intake is included in these totals and has been established at 12,000 for government-financed refugees in 1986. This represents an increase of 1,000 over 1985. Further details are provided in the attached copy of our refugee plan for 1986, which was prepared following close consultation with the UNHCR to ensure that Canadian efforts are directed to those refugees for whom resettlement represents the most appropriate solution.

As in the past, refugees sponsored by private groups will be admitted above and beyond the government target. That the potential impact of private sponsorship in Canada continues strong is demonstrated by the fact that in the first nine months of 1985, a total of 12,569 refugees were resettled in Canada, in comparison with the federal government's commitment to resettle 11,000 over the twelve month period. It now appears likely that total refugee acceptances in 1985 will exceed 15,000.
