CONFIDENTIAL

UK off take: Hong Kong were very concerned about huge

bureaucratic effort needed in Hong Kong to overcome

problems in the system and thus ensure an offtake of 40

per month. They confirmed that they would like HKD to

review present arrangements with the Home Office. I f

there are problems that cannot be resolved, HKG would

be prepared to reduce monthly off take: but stressed

that it would be helpful to

to them (vis a a vis EXCO) if we

would leave them the initiative to propose such a

reduction if necessary.

I agreed to look

present procedure and let

them know whether we

could be improved.
