aware, this will be the first unit in a British University devoted
specifically to the study of
of Hong Kong. In view of Hong Kong'
continuing importance in British foreign policy an independent
centre of academic research will have a useful role to play. By
promoting public awareness of Hong Kong issues and intelligent
consideration of them, I believe it could in the long run help
indirectly to promote understanding
of and support for HMG's
policies. I therefore recommend that a Private Secretary letter
should go to Lady Young's opposite number at the Department of
Employment to record the FCO's
FCO's general support for the creation of
the new post and to express the hope that, as Dr Tsang appears to be
the best qualified candidate, they may
be prepared to look
sympathetically at his application for a work permit.
