There is considerable interest in this subject and some response from the Government is expected. It is proposed that the review paper be
be made available initially to the Labour Advisory Board (LAB) and the Social Welfare Advisory Committee (SWAC). These two committees normally advise on issues of this nature, and the discussion in them would be a useful indicator of likely public reaction if the paper were published for general public comment. Of course, given that members of these two bodies will wish to consult their constituents (including, in the case
of the
the LAB, the trade unions), the contents of the paper will inevitably become known. The intention is to refer the issue back to this Council after consultation with the LAB
LAB and SWAC to seek advice on further action.

No publicity is intended at this stage. Accordingly no brief has been prepared for the Legislative Council. However, the review paper would be made available to Legislative Council Members on request.
