that you wish to send a tripartite delegation to the 1986 ILO conference we will need to bear in mind any possible Chinese reaction in the context of our discussion of membership of international organisations in the Joint Liaison Group. the ILO constitution such a delegation would of course have to form part of the UK delegation, since the charter does not make any provision for separate representation by non-sovereign entities at General Conferences unlike the case of Regional
