In reply to Smith's letter of 6 January grateful if you If you decide 16 could consult Burrows and General Duties Branch.

that you wish to send a tripartite delegation to the 1986 ILO conference we will need to bear in mind any possible Chinese reaction in the context of our discussion of membership of international organisations in the Joint Liaison Group. the ILO constitution such a delegation would of course have to form part of the UK delegation, since the charter does not make any provision for separate representation by non-sovereign entities at General Conferences unlike the case of Regional

Giver Conferences

Statements by CIC and other Hong Kong Trade Unionists in 1985, we should have to be very careful to ensure that the Chinese did not regard the sending of a Hong Kong tripartite delegation as an attempt to force their hand on Hong Kong's

status in the ILO.
