3. Replying for the Commission, Clinton Davis agreed with Stevenson about aiming for the achievable. Member States should provide the necessary protection and, in this respect, he closely noted the procedure at Dublin. Security had to be based on confidentiality between EC governments and this was done satisfactorily at present in PoCo. The tragedies at Vienna and
Athens and the Air India disaster had shown terrorism to be a
world-wide threat, calling for a world-wide response. He doubted, however, the scope for EC legislation on airport security and the need for a technical advisory committee.

considered the introduction of an EC strategy as urgent
called for a security check on aircraft prior to take-off
called for the drawing up of a European airport security programme and a Commission technical advisory committee.
